Town Center CID Completes South Barrett Reliever
The Town Center Community Improvement District in Cobb County, together with federal, state, and local partners, completed the South Barrett Reliever infrastructure project. The project is one of the largest CID-funded transportation infrastructure deliveries of the past two years and the most-watched recent example of the Cobb County CID model: a self-assessing commercial property base, federal and state matching funds, and a corridor-level transportation outcome that no single property owner would have been positioned to fund.
For CID directors in Georgia, Tennessee, North Carolina, and other states with property-based CID frameworks, the Town Center case is the reference point for how to structure a multi-year transportation capital project with mixed funding stack. The CID's next major capital announcement is expected later in 2026.
