While the CBID budget fight consumed the council floor in June, a separate ordinance approving the Gulch Business Improvement District's budget. The district soon merging with the downtown Central Business Improvement District entity. Passed its readings with little debate and almost no public attention. A governance consolidation is proceeding quietly inside the same institutional structure that just survived an accountability crisis, which means the merger's terms are being set at precisely the moment the surviving entity has the least outside scrutiny on its board composition.
