Proponents, organized around David DaCosta of Ace*Mission Studios with legal support from Somos Group, are arguing documented conditions: illegal dumping of toxic materials, daily tagging, and employee safety concerns. Union de Vecinos, a local branch of the Los Angeles Tenants Union, reports a petition against the district exceeding 300 signatures, arguing it will raise rents and formalize over-policing in a neighborhood with a long history of it. The district boundary wraps the Pico Gardens public housing complex and residential streets near Dolores Mission, whose residents cannot be assessed and therefore cannot vote on a district that will govern their public space.
